(2) Notwithstanding subsections (1) and (1.1), where any provincial authority or municipal authority in a province pays a person any advance or assistance or welfare payment for a month or any portion of a month that would not be paid if a benefit under this Act had been paid for that period and subsequently a benefit becomes payable or payment of a benefit may be made under this Act to that person for that period, the Minister may, in accordance with any terms and conditions that may be prescribed, deduct from that benefit and pay to the provincial authority or municipal authority, as the case may be, an amount not exceeding the amount of the advance or assistance or welfare payment paid.
(2) Dans les cas où une autorité provinciale ou municipale verse, pour un mois ou une fraction de mois, une avance ou une prestation d’aide sociale — qui ne sont données qu’en l’absence des prestations prévues par la présente loi — , le ministre peut, en conformité avec les modalités réglementaires et malgré les paragraphes (1) et (1.1), retenir sur le montant des prestations qui deviendraient payables à l’intéressé pour cette période le montant de l’avance ou du paiement et verser les sommes retenues à l’autorité provinciale ou municipale selon le cas.

(2) Despite subsections (1) and (1.1), if a provincial authority or a municipal authority in a province pays a person any advance or assistance or welfare payment for a month or a portion of a month that would not be paid if a benefit under this Act had been paid for that period and subsequently a benefit becomes payable or payment of a benefit may be made under this Act to that person for that period, the Minister may, in accordance with any terms and conditions that may be prescribed, deduct from the benefit and pay to the provincial authority or municipal authority, as the case may be, an amount not more than the amount of the advance or assistance or welfare payment paid.

21. Recalls the commitments made by the Government of Afghanistan at the International Afghanistan Conferences in Kabul and Tokyo to strengthen and improve Afghanistan’s electoral process, including through long-term electoral reform, in order to ensure that future elections meet international standards; welcomes the announcement of the date for the 2014 presidential and provincial council elections, along with Afghanistan’s preparations for those elections; stresses the need to mobilise participation, which may depend on the security situation, especially in the southern and eastern provinces; reminds the Afghan authorities of the need for oversight by national and international observers of the national electoral roll and the organisation and monitoring of the voting process in the forthcoming elections; calls for the EU to provide support, at the request of the Afghan authorities, for the organisation of the forthcoming elections;

And might that law not also be infringed on account of the distorting effects of competition in the aviation sector, given that Air Alps also operates from other airports, both in Italy and in other Member States?

On these occasions the Council also notes, on behalf of the EU, the progress made by Romania. This progress has included the creation in November 1999 of a national agency for the protection of children’s rights and the preparation of a ‘government strategy for children's rights 2000-2003’. The principles involved mark a step in the right direction: removal of as many children as possible from institutions; further decentralisation via the transfer of control over orphanages to the provincial authorities; and measures to prevent abandonment.
