Calls for more efforts to ensure unrestricted quality education in minority languages on state and provincial level, which is necessary to preserve ethnic and cultural identity, a right already secured through constitutional means as well as through the 2002 Federal Law on the Protection of the Rights and Freedoms of National Minorities, and consistent with the guidelines specified in the Framework Convention for the Protection of National Minorities, and in particular to provide all the necessary text books and other educational materials; to this end, welcomes the opening of the bilingual university faculty in Bujanovac, accommodating students of both Albanian and Serbian ethnic origin; encourages Serbia to replicate this model for policy towards other minorities where suitable; encourages both minorities and the majority Serbian community to learn each other's languages in the interests of better understanding; underlines the need to respect the cultural diversity of ethnic minorities by allowing the unhindered proliferation of cultural centres, electronic and press media and libraries that adequately cater for the cultural needs of these communities;

What I can't understand is how a university, funded by a provincial government, can neglect its libraries, because surely the library and the research that is available to students are essential components of post-secondary education.
Ce que je ne peux pas comprendre, c'est comment une université, financée par un gouvernement provincial, peut négliger ses bibliothèques, parce qu'il est certain que la bibliothèque et les moyens de recherche qu'elle offre aux étudiants sont des aspects essentiels de l'éducation postsecondaire.
