TRADUCTIONS EN CONTEXTE

Projects that limit, mitigate or propose innovative methods for compensating for soil sealing at regional, provincial or municipal level, in line with the Soil Sealing Guidelines (SWD(2012) 101 final/2) (16), particularly those involving a rethinking of planning and budgetary approaches with a view to achieving regional or municipal development without further land take or soil sealing.

Firmly condemns the continuing violence perpetrated by the Mugabe regime against members and supporters of the MDC; is outraged by the spate of recent abductions of human rights defenders and calls for the immediate release of Jestina Mukoko, the director of the Zimbabwe Peace Project (ZPP), Zacharia Nkomo, the brother of the leading human rights lawyer Harrison Nkomo, Broderick Takawira, a provincial coordinator of the Zimbabwe Peace Project, Pascal Gonzo, a driver at the Zimbabwe Peace Project, and a number of members of the MDC and civil society activists, and calls for the perpetrators of these abductions to be held to account;

(EN) The Commission is indeed funding a project, “Support to Provincial Governance” in Afghanistan, worth € 10.3 million, to support those Reconstruction Teams in Afghanistan’ (PRTs) civilian activities which are either led by an EU Member State or have received substantial support from a Member State.

Joint Action 2005/355/CFSP has been amended several times in order to boost the mission, most notably by Joint Action 2005/868/CFSP with regard to setting up a technical assistance project on the modernisation of the chain of payments of the Ministry of Defence in the DRC and by Joint Action 2007/192/CFSP on the establishment of a unit responsible for specific projects financed or implemented by the Member States and advisers at provincial military administration level.

Two amendments to SPDs were analysed at the end of 2002. The first of these was the Basque Country SPD, which experienced a minor re-allocation of appropriations between funding priorities, to reflect the re-allocation of several infrastructure projects run at local and provincial level to the correct measures. Secondly, the Balearic Islands SPD, where, to improve the management of the assistance, appropriations were transferred from the ESF to the ERDF and alterations made to ERDF appropriations by priority (the budget for the "environment" priority was increased and those for the priorities "competitiveness and employment" and "local and urban development" reduced).

The facts of the case are that the ad hoc Selection Board set up by the regional government did not take into account the points awarded to the projects by the Regional Federation of Local and Provincial Councils (FRMP); it excluded the projects submitted by the local action groups (GAL) to which the FRMP had awarded the highest marks and thereby undermined its own selection criteria.
