When adopting delegated or implementing acts, the Commission should take due account of the standards and technical specifications drawn up by European and international standardisation organisations and bodies, in particular the European Committee for Standardisation (CEN), the European Telecommunications Standards Institute (ETSI), the International Organisation for Standardisation (ISO) and the International Telecommunication Union (ITU), with a view to ensuring a high level of security and interoperability of electronic identification and trust services.

Directive 94/25/EC is based on the New Approach principles, as set out in the Council Resolution of 7 May 1985 on a new approach to technical harmonisation and standards (5) Thus, it sets out only the essential requirements applying to recreational craft, whereas technical details are adopted by the European Committee for Standardisation (CEN) and the European Committee for Electrotechnical Standardisation (Cenelec) in accordance with Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on Information Society services (6).

Therefore, it is appropriate to draw on best practices resulting from the application of harmonised standards adopted by the European Committee for Standardisation on the basis of a remit issued by the Commission in accordance with Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on Information Society services , such as the harmonised standard concerning general requirements for accreditation bodies accrediting conformity assessment bodies, and the harmonised standard concerning requirements for greenhouse gas validation and verification bodies for use in accreditation or other forms of recognition, the references of which have been published in the Official Journal of the European Union, as well as Document EA-6/03 and other technical documents developed by the European co-operation for Accreditation or by other bodies.

3. Member States shall give the Sanctions Committee established pursuant to UNSCR 1533 (2004) (Sanctions Committee) advance notification of any shipment of arms and related materiel for the DRC, or any provision of technical assistance, financing, brokering services and other services related to military activities in the DRC, other than those referred to in paragraphs 1(a) and (b).

Before 17 July 2003, and thereafter every two years, the Commission shall submit to the European Parliament, the Council and the Economic and Social Committee a report on the application of this Directive, accompanied, where necessary, by proposals for adapting it to legal, technical and economic developments in the field of information society services, in particular with respect to crime prevention, the protection of minors, consumer protection and to the proper functioning of the internal market.

Avant le 17 juillet 2003 et ensuite tous les deux ans, la Commission présente au Parlement européen, au Conseil et au Comité économique et social un rapport relatif à l'application de la présente directive accompagné, le cas échéant, de propositions visant à l'adapter à l'évolution juridique, technique et économique dans le domaine des services de la société de l'information, notamment en ce qui concerne la prévention de la criminalité, la protection des mineurs, la protection des consommateurs et le bon fonctionnement du marché intérieur.

(10) Whereas the recording equipment provided for in this Regulation must be installed on vehicles put into service for the first time after publication in the Official Journal of the European Communities of the technical specifications some of which are defined by the Commission in accordance with the committee procedure referred to in Article 18 of Regulation (EEC) No 3821/85; whereas a transitional period is needed to allow new recording equipment to be manufactured in accordance with those technical specifications and granted EC component type-approval;
(10) considérant que l'appareil de contrôle prévu par le présent règlement doit être installé sur les véhicules mis en circulation pour la première fois après la publication au Journal officiel des Communautés européennes des spécifications techniques, dont certaines sont définies par la Commission selon la procédure de comité visée à l'article 18 du règlement (CEE) n° 3821/85; qu'une période transitoire est nécessaire aux fins d'assurer que les nouveaux appareils de contrôle soient fabriqués conformément à ces spécifications techniques et obtiennent l'homologation CE;
