Bulgaria adopted a law on conflicts of interest in 2009 and set up an administrative authority to establish and sanction conflicts of interest.[87] The establishment of a dedicated commission to establish conflicts of interest and to suggest sanctions has led to an impressive increase of public signals on conflicts of interest and a number of decisions, but so far only one case has been finalised.[88] The assessment of the Commission's first 15 months of operation shows a new authority that has taken up its challenge and started work quickly, but which has not yet been able to prove itself in convincing decisions in important cases.[89] Questions must also be raised regarding the effectiveness of the law on conflicts of interest.

(5) If the court having jurisdiction to hear the application concludes that the disclosure of the information to which the objection was made under subsection (1) would encroach upon a specified public interest, but that the public interest in disclosure outweighs in importance the specified public interest, the court may, by order, after considering both the public interest in disclosure and the form of and conditions to disclosure that are most likely to limit any encroachment upon the specified public interest resulting from disclosure, authorize the disclosure, subject to any conditions that the court considers appropriate, of all of the information, a part or summary of the information, or a written admission of facts relating to the information.

Since the objectives of this Regulation, namely clarifying and better defining the role of statutory audit regarding public-interest entities, improving the information that the statutory auditor or the audit firm provides to the audited entity, investors and other stakeholders, improving the communication channels between auditors and supervisors of public-interest entities, preventing any conflict of interest arising from the provision of non-audit services to public-interest entities, mitigating the risk of any potential conflict of interest due to the existing system whereby the auditee selects and pays the auditor or the familiarity threat, facilitating the switching of, and the choice of a statutory auditor or an audit firm to public-interest entities, broadening the choice of statutory auditors and audit firms for public-interest entities and improving the effectiveness, independence and consistency of the regulation and oversight of statutory auditors and audit firms providing statutory audits to public-interest entities including as regards cooperation at Union level, cannot be sufficiently achieved by the Member States but can rather, by reason of their scale, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

The Special Senate Committee on the Anti-terrorism Act recommended narrowing the information that is applicable for the purpose of the offences under section 4 and also recommended adding a public interest defence to section 4, whereby if a judge determined that a person acted in the public interest by disclosing secret or official information, and found that the public interest in disclosure outweighed in importance the public interest in non-disclosure, a person would not be guilty of an offence under section 4.

Because the financial statements of the Government of Canada have recorded annual deficits since 1970, which have led to a net federal public debt of over half a trillion dollars, because funding for public interest groups by the federal government is partly responsible for creating that public debt, and because these public interest groups further their own interests and force other Canadians to subsidize their causes, whether they agree with them or not, the petitioners call on parliament to eliminate all funding of public interest groups in each and every forthcoming budget of the Government of Canada.
