An open and free cyberspace has promoted political and social inclusion worldwide; it has broken down barriers between countries, communities and citizens, allowing interaction and sharing of information and ideas across the globe; it has provided a forum for freedom of expression and exercise of fundamental rights, and empowered people in their quest for democratic and more just societies - most strikingly during the Arab Spring.
L'émergence d'un cyberespace libre et ouvert a favorisé l'intégration politique et sociale à l'échelle planétaire. Ce cyberespace a fait tomber les barrières entre les pays, les communautés et les individus et a permis l'interaction et le partage des informations et des idées à travers le monde. Il a constitué un forum pour la liberté d'expression et l'exercice des droits fondamentaux et a donné aux peuples les moyens de lutter pour des sociétés démocratiques et plus justes – comme le Printemps arabe l'a montré de façon frappante.

I know that I and my fellow New Democrats bring back to this House a value and tradition that has almost disappeared, a quest for social justice and social equality and a voice for those who have been silenced and shut out.

The aim of this report is: (1) to highlight the achievements women have attained in Egypt, Libya, Morocco, and Tunisia; (2) to underline the commitment of women in civil society, NGOs, media and political parties to support the democratic transition (3) to point out the continuing difficulties and potential pitfalls women still face in their quest for equality in these countries, despite their involvement having been crucial to the success of their own demonstrations; (4) to highlight how the EU instruments should be used to support women’s rights and gender equality in these countries in the democratic process.

Underlines the very positive example of Somaliland, which has demonstrated its capacity to develop and consolidate its democratic, economic and administrative structures over more than twenty years and create a sustainable democratic process; notes that Somaliland has so far been very successful in consolidating security and stability on its territory and in cooperating in the fight against piracy and terrorism; expresses concern, however, that should Al-Shabaab regroup in its mountainous border regions, Somaliland may become vulnerable; stresses, therefore, that it is essential to support Somaliland in the fight against terrorism, including such measures as promoting economic diversification and building capacity for youth employment in order to curtail recruitment amongst the young; points out the importance for Somaliland of promoting economic and social development in the region as a way to counter the radicalisation of areas of instability on its territory; calls on the Commission and the EEAS to support Somaliland in enhancing its development prospects and promoting its economic and social stability; stresses that in the quest for a solution for the long-term stability and security of Somalia it is important to evaluate the positive example of Somaliland’s stability;

Calls on the DTP, its members of parliament and mayors to distance themselves clearly from the Kurdistan Workers' Party (PKK) and to engage constructively in the quest for a political solution to the Kurdish issue within the democratic Turkish state; also asks all other political parties in Turkey to engage constructively in the quest for the same goal;

I was troubled and alarmed when George Bush suggested that “We will rid the world of evil doers” as part of this mission of response, because when we look at those who have been defined as the evil doers historically by the United States, whether it was in Chile, where the tragic irony is that September 11 is also the anniversary date of the overthrow of the democratically elected Allende government there, whether it is the devastation and the genocidal impact of sanctions on the people of Iraq, whether it is the targeting of Cuba as a terrorist state by the United States, I think all of us have to be particularly vigilant to ensure that what guides us in our response is the quest for justice and not the quest for retribution and revenge (1735) Mr. Bill Blaikie (Winnipeg Transcona, NDP): Mr. Speaker, I am pleased to join with my colleague from Burnaby Douglas in speaking on behalf of the NDP at this time, of course following upon the comments of our leader earlier in the debate.

Senator Cools: The real issue is the Quebec separatist government's aggressive quest for dominion and sovereignty over Canada's democratic institutions and Canada's Constitution, and its quest for our Parliament's surrender of sovereignty to the Quebec separatist government by repealing section 93.
