In view of the Commission’s unsatisfactory answer to my question H-0167/02, which refers only in vague terms to national laws which could form no binding basis for the procedure at Community level, I would like to ask the following question: does the Commission take the view that ‘consuming’ embryo research or research on embryonic stem cells should be funded from taxpayers’ money taken from the research framework programme some of which originates from Member States where such research is not only regarded as ethically unacceptable, but also violates the constitution or current legislation and is a criminal offence?
Vu la réponse insatisfaisante apportée à ma question (H-0167/02) par la Commission, qui fait tout au plus une vague référence à des dispositions nationales qui ne permettraient pas d'imposer la procédure à suivre à l'échelon communautaire, la Commission estime-t-elle que pour les recherches destructrices d'embryons ou les recherches sur les cellules souches embryonnaires, le programme-cadre est également autorisé à utiliser l'argent des contribuables d'États membres où non seulement ces recherches sont inacceptables d'un point de vue éthique, mais où elles sont également contraires à la constitution ou à la législation en vigueur et passibles de sanctions ?

(7) Since this positive balance comes from the storage levies paid by sugar-producing undertakings when disposing of their A and B sugar, provision should therefore be made for it to be reimbursed, on the basis of their production of A and B sugar in the marketing year 2001/02, to the undertakings in question which, in accordance with Articles 15 and 16 of Regulation (EC) No 1260/2001, bear the costs of the levies for that marketing year.
