In the area of policy mixes, a specific peer-review process was developed and applied to three countries (Sweden, Spain and Romania[5]) with the aim to encourage the sharing of information about policy-related issues and to generate both country-specific and generic lessons for the formulation and implementation of effective policy mixes needed to raise RD intensity. In the area of fiscal measures, the work focused on the evaluation and design of tax measures for research which led to the development of a practical guide on the evaluation of tax measures.
En ce qui concerne la "politique mixte" (policy mixes), une procédure spécifique d’examen par les pairs a été mise au point et appliquée dans trois pays (Suède, Espagne et Roumanie[5]), afin d’encourager le partage d’informations sur la problématique des politiques et d’en tirer des enseignements, aussi bien globaux que spécifiques pour chaque pays, en vue d’élaborer et de mettre en œuvre des panoplies d’actions efficaces pour augmenter l’intensité de RD. Sur le plan fiscal, les travaux ont principalement porté sur l’évaluation et la conception de mesures fiscales en faveur de la recherche et ont donné lieu à la rédaction d’un guide pratique sur l’évaluation des mesures fiscales.

In comparison with other sectors, the EU ICT sector is RD intensive. However, given the lags already existing vis-à-vis its main competitors, further raising its RD investments will be crucial for its future competitiveness.

The notified intensities of 50% and 60% for basic industrial research carried out in respectively the new and old Bundesländer is in conformity with the Community framework for State aids for RD and the Commission's policy towards State aids for RD. Taking into account the quantitative and qualitative importance of the project and the aim of the research, i.e. to come to an establishment of common European standards and norms, the Commission did not raise objection under the application of Articles 92(3)(b) of the EC Treaty and 61(3)(b) of the EEA Treaty.
Les intensités notifiées, qui sont de 50% et 60% pour la recherche industrielle de base réalisée respectivement dans les nouveaux et les anciens Länder, sont conformes à l'encadrement communautaire des aides d'État en faveur de la RD et à la politique de la Commission à l'égard de ce type d'aides. Compte tenu de l'importance quantitative et qualitative du projet et de l'objectif de la recherche, c'est-à-dire l'établissement de normes et de standards européens communs, la Commission n'a soulevé aucune objection en application des articles 92 paragraphe 3 b) du Traité CE et 61 paragraphe 3 b) de l'accord EEE.
