– I abstained on the occasion of the final vote on the Rapkay report on 20 October 2010. I fully support the formation of the European External Action Service and value highly the efforts of Elmar Brok and other MEPs who have managed to successfully balance the original draft presented by the High Representative.
– (EN) Je me suis abstenu lors du vote final sur le rapport Rapkay le 20 octobre 2010 J’approuve totalement la formation d’un service européen pour l’action extérieure et j’apprécie grandement les efforts d’Elmar Brok et d’autres députés qui ont réussi à équilibrer le projet initial présenté par la haute représentante.

This decision would appear consistent with the way in which the European Parliament has voted since the Gerbhardt/Harbour compromise on the Services Directive and, more recently, since the Rapkay/Hokmark compromise on the Rapkay report.

Mr Rapkay’s report, for which I would like to thank him, clearly describes the current legal situation and the scope for further action. We must make use of this report.

This is why I disagree with the purport of the Mombaur report on cross-border electricity trade, even if through the proposals by Turmes and Rapkay more attention is paid to keeping track of greenhouse gases and nuclear waste, to promoting windmills and total energy, and to consumer protection. These objectives will ultimately not be compatible, which is why I am voting against the proposal.
Je rejette donc la teneur du rapport Mombaur sur les échanges transfrontaliers d’électricité, même si les propositions de MM. Turmes et Rapkay sont favorables à la comptabilité des gaz à effet de serre et des déchets nucléaires, à la stimulation des moulins à vent et de la cogénération ainsi qu’à la protection des consommateurs. Ces objectifs s’avéreront in fine inconciliables et je rejette cette proposition.
