It would appear, indeed, that reducing the tax on biofuels to a level where those biofuels could be put on the market, and thus compete with fossil fuels, was not likely to lead to more than a marginal increase in the total output of fuels by those manufacturers, in view of the fact that the size of the market for those manufacturers is conditioned by factors other than the availability of agricultural raw materials for processing into fuel.
