Following the vote in plenary, the European Parliament and the Council conducted negotiations with the aim of concluding a second-reading agreement on the basis of a Council first-reading position that the Parliament could approve as such.

Unfortunately, we find that the NDP is ideologically opposed to free trade, so it is not surprising that I must advise an agreement could not be reached under the provisions of Standing Order 78(1) or 78(2) with respect to the third reading stage of Bill C-24, An Act to implement the Free Trade Agreement between Canada and the Republic of Panama, the Agreement on the Environment between Canada and the Republic of Panama and the Agreement on Labour Cooperation between Canada and the Republic of Panama.

Don Boudria (Leader of the Government in the House of Commons, Lib.): Mr. Speaker, an agreement could not be reached under provisions of Standing Orders 78(1) or 78(2) with respect to report stage at second reading and to the third reading stage of Bill C-4, an act to amend the Canadian Wheat Board Act and to make consequential amendments to other acts.

If the Council and Parliament had not reached agreement after the second reading, the Council could reaffirm its common position at the third reading.
