In 2012 and 2013, an amount of up to EUR 210 million, of which up to EUR 200 million for transport projects and up to EUR 10 million for energy projects, may be redeployed for the risk-sharing instrument for project bonds in accordance with the procedure referred to in Article 15(2) from the budget lines for the loan guarantee instrument for TEN-T projects, referred to in Annex I, and for TEN-E respectively.

Is concerned by the lack of detailed information on the ongoing implementation of transport investments and by the delays which have occurred in the majority of the TEN-T projects currently under way; calls in this context for a more accurate evaluation of the implementation of these projects and insists, especially against the background of the economic crisis, on more certainty in respect of the timetable; reminds the Commission of Parliament’s resolution of 22 April 2009 on the TEN-T Green Paper, in paragraph 46 of which Parliament calls ‘on the Commission and the EIB to submit an annual list of specific co-financed projects to the Parliament and Council in the case of regional, cohesion and EIB co-funding of TEN-T projects, as is already the case for TEN-T co-financing’;

Fast-start actions could cover, for example, capacity building for integrating adaptation into development and poverty reduction strategies, as well as the implementation of pilot and urgent adaptation actions as identified in national action plans; capacity building in the area of mitigation, i.e. low-emission development strategies, nationally appropriate mitigation actions, and emissions monitoring, reporting and verification; capacity-building and pilot projects for sector-wide carbon market mechanisms; readiness and pilot projects for reducing emissions from developing country deforestation, and capacity building and pilot projects in technology cooperation.

Therefore, whereas in general the project selection through calls for proposals will continue to address missing links and bottlenecks on the TEN-T, the TEN-T planning will also need to identify TEN-T projects of high European added value for the TEN-T core network.
Par conséquent, même si, d'une manière générale, des appels à propositions continueront à être lancés pour sélectionner des projets relatifs aux chaînons manquants et aux goulets d'étranglement sur le RTE-T, il faudra aussi, dans le cadre de la planification du RTE-T, recenser les projets du RTE-T présentant une forte valeur ajoutée européenne pour le réseau central du RTE-T.

By increasing the level of Community support available and by focusing on a list of ready-to-launch projects, it will ensure the efficiency of the Community intervention and will boost cross-border investment projects to complete and interconnect national infrastructure networks.Greater integration of infrastructure networks will help to ensure higher traffic volume and more efficient utilisation of transport infrastructures and diminished congestion costs so that the expected return to investment for private investors will increase while giving rise to considerable gains in terms of economic efficiency, transportation time savings and environmental sustainability.
En augmentant le niveau d'aide communautaire disponible et en se concentrant sur une liste de projets prêts à être lancés, elle garantira l'efficacité de l'intervention communautaire et stimulera les projets d'investissement transfrontaliers destinés à compléter et interconnecter les réseaux d'infrastructure nationaux. L'intégration accrue des réseaux d'infrastructure contribuera à assurer un volume de trafic plus élevé et une utilisation plus rationnelle des infrastructures de transport et à réduire les coûts associés à la congestion du trafic de sorte que le retour sur investissement prévu pour les investisseurs privés augmentera tout en produisant des gains considérables en termes d'efficacité économique, de réduction du temps de transport et de respect de l'environnement.
