In thinking about how NATO evolved, we see it really evolved from being a roving shield, protecting civilians wherever they happened to be, to something that I would call, and some NATO officials have called, enduring protection, trying to essentially get at the Gadhafi regime's power to harm the population in a more fundamental sense.
