If they begin to function in a way not intended by Parliament through this proposed section, then we're going to have a situation similar to what we have now with the conditional sentencing, where violent offenders are gaining the benefit of conditional sentencing and are allowed to walk free when, really, it wasn't the intent of Parliament to have that happen.
