Bill C-2 is really dealing with — and, in particular, the issues we are talking about here — a small number of criminals who are repeat offenders, who are violent and who should not be on the streets of any parts of Canada, particularly the communities that are being shattered by these folks on a regular basis — that is, the area I come from, which is Toronto, the GTA, and other areas such as Winnipeg.
Le projet de loi C-2 aborde en fait des questions qui touchent — notamment les enjeux dont nous parlons ici — un petit nombre de criminels : des récidivistes violents qui ne devraient pas être en liberté où que ce soit au Canada, mais surtout pas dans les collectivités régulièrement traumatisées par leurs actions, à savoir la région d'où je viens, c'est-à-dire le Grand Toronto, ou d'autres régions, comme celle de Winnipeg.
