– (DE) Mr President, honourable Members, let me start by thanking Mrs Miguélez Ramos for her report on our communication on the subject of the mid-term review – and I emphasise mid-term review – of the fourth fisheries protocol between the European Union and Greenland.

What we are dealing with here is what we term the mid-term review of the protocol, as agreed in the protocol itself.

The mid-term evaluation which will be available from mid-2003 will serve as an important basis for the mid-term review, and as a useful tool to show achievements and obstacles in incorporating gender equality in the implementation of the programmes, and to identify good practices. [23]

Ø invites the Council and Parliament to have regard to the contribution of developing countries in receiving refugees and applying international protection instruments and more generally to incorporate the international protection dimension more deeply into Europe's external policy on the basis of the Agenda for Protection; the Commission will consider the question in 2003 in the mid-term review of the country and regional strategy papers and will raise the objectives of the Agenda for Protection in its dialogue on questions of migration and cooperation with the relevant third countries.
Ø invite le Conseil et le Parlement à prendre en compte la contribution des pays en développement dans l'accueil des réfugiés et l'application des normes en matière de protection internationale, et plus généralement à intégrer davantage la dimension de la protection internationale dans la politique extérieure européenne, au regard de l'Agenda pour la protection; dans cette perspective, la Commission examinera cet aspect en 2003 dans le cadre de l'examen à mi-parcours des documents de stratégie par pays et région et abordera les buts et objectifs de l'Agenda pour la protection dans le cadre de son dialogue sur les questions migratoires et de sa coopération avec les pays tiers concernés.
