Les États membres sont invités à: mettre en œuvre, à l’horizon 2012, la recommandation formulée dans le plan d’action SBA proposant de réduire le délai de création d’une nouvelle entreprise à trois jours ouvrables et le coût à 100 euros; réduire à un mois, d’ici fin 2013, le délai nécessaire à l’obtention des licences et permis (y compris les permis environnementaux) pour reprendre et exercer l’activité spécifique d’une entreprise; mettre en œuvre, d’ici 2013, la recommandation formulée dans le plan d’action SBA en vue de rendre possible une seconde chance pour les entrepreneurs en limitant à un maximum de trois ans le délai de réhabilitation et le règlement des dettes pour un entrepreneur de bonne foi ayant fait faillite; développer, pour les entreprises transférables, des bases de données et des marchés conviviaux bénéficiant d’un large soutien, ainsi que fournir une formation et un appui pour accroître le nombre de transferts d’entreprises réussis, notamment par des campagnes de communication visant à sensibiliser les parties intéressées à la nécessité de préparer à l’avance une telle opération.

Commission Delegated Regulation (EU) 2017/86 has established a discard plan for certain demersal fisheries in the Mediterranean Sea applicable from 1 January 2017 until 31 December 2019, following three joint recommendations submitted to the Commission in 2016 by a number of Member States having a direct management interest in the Mediterranean Sea (Greece, Spain, France, Croatia, Italy, Cyprus, Malta and Slovenia respectively).

Separately, the Commission has also issued today favourable Points of View with a number of recommendations under Article 43 of the Euratom Treaty on the compatibility of the investment projects related to the long term operation of the three nuclear reactors with the objectives of the Euratom Treaty.

c) As regards the effectiveness of the constitutional review, the Commission considers that even if certain improvements can be noted as compared to the Law of 22 July 2016, the three new laws adopted in December 2016 contain a number of provisions which do not respect earlier judgments of the Constitutional Tribunal and added new concerns as compared to those identified in the Recommendation of 27 July 2016.
