The aid must have a real "incentive effect", in other words it must effectively encourage the beneficiary to invest in a specific region. The aid must be kept to the minimum necessary to trigger the company's investment decision. The aid cannot have undue negative effects. Examples of such undue negative effects are the creation of excess capacity by the aided investment in a declining market, or the granting of a level of aid that would exceed the regional aid ceiling applicable to the region in question. The aid must not lure away investment from a region, which has the same or a lower level of economic development than the region where the aided investment takes place (so-called 'anti-cohesion effect').

He notably announced the creation of a European Solidarity Corps, as part of a broader policy agenda geared towards the inclusion of young people in society, saying "I cannot and will not accept that Europe is and remains the continent of youth unemployment. Furthermore, due to particular characteristics of the steel and synthetic fibres sectors, it is considered that the negative effects of regional aid in those sectors cannot be outweighed by the positive cohesion effects; for those reasons, regional aid cannot be granted in these sectors.

Apart from interventions on external borders supported by external policy instruments of the Union covering border regions inside and outside the Union, it should be possible for cooperation programmes supported by the ERDF to cover regions both inside and, in certain cases, outside the Union, where the regions outside the Union are not covered by external policy instruments either because they are not defined as a beneficiary country or because such external cooperation programmes cannot be set up.
