Equally, the gap to the target of RD expenditure of 3% of GDP varies greatly across regions: only 27 regions in the EU, around one in ten have reached that target (see Map 2) Agglomeration effects lead to RD resources concentrating in a few leading-edge regions (e.g. in Braunschweig (Germany) where RD spending is nearly 7% of GDP) and being very low in others (e.g. Severen tsentralen (Bulgaria) where it is under 1%).

We should remember, however, that in that region we are trying to establish a free trade agreement between two regions of economic integration – the European Union and Mercosur – and therefore the agreement reached with Chile sets a precedent for something truly historic; the establishment of a free trade agreement between two common markets or between two regions of economic integration.
