The aim is to enlarge the natural area of socio-economic and cultural influence of the outermost regions (including the treatment of questions concerning migratory populations) by reducing the barriers which restrict trade with their geographical neighbours. These regions are very far from the European mainland but very close to the geographical markets of the Caribbean, America and Africa, particularly those of the ACP countries.

This is particularly the case in Asia, where there are very strong indications that large volumes of wood are harvested illegally in Indonesia, Burma, and Cambodia and shipped to large manufacturing centres in other countries of the region. These products are then processed and sold onto major consumer markets, such as Europe, often at very competitive prices and frequently at prices which undermine legitimately produced goods.

Levels of co-operation and the sharing of research results between research centres across Europe in the socio-economic domain are still very low compared with other research fields. The potential added value of the European support in research efforts in this field is very high and related scientific work would substantially contribute to developing new strategies for regional research and innovation.
Les niveaux de coopération et le partage des résultats de recherche entre les centres de recherche d'Europe dans le domaine socio-économique sont encore très faibles par rapport aux autres domaines de recherche.
