IN-CONTEXT TRANSLATIONS

34. Condemns the continued violations of the right to freedom of religion or belief in the region and reiterates the importance the EU gives to this issue; restates once again that freedom of thought, conscience and religion is a fundamental human right; stresses, therefore, the need to effectively combat all forms of discrimination against religious minorities; calls on the governments of the MENA countries to defend religious pluralism; calls on the European Union to step up its efforts in advocating for active protection of religious minorities and providing safe havens; welcomes the adoption during the 2013 reporting year of the EU Guidelines on the Promotion and Protection of Freedom of Religion or Belief, and calls on the EU institutions and the Member States to pay particular attention to the implementation of these guidelines, both in international and regional forums and in bilateral relations with third countries; encourages the VP/HR and the EEAS to engage in a permanent dialogue with NGOs, religious or belief groups and religious leaders;

– (DE) Mr President, honourable Members of the European Parliament, in particular, Mrs Mănescu and Mr Luhan, I would specifically like to thank both of you for your two reports, which are once again constructive and very positive towards regional policy and have come at absolutely the right time in view of the ongoing debate on the future structure of regional policy, particularly looking ahead to the Cohesion Forum at the end of January/beginning of February.
– (DE) Monsieur le Président, Mesdames et Messieurs les députés au Parlement européen et, en particulier, Mme Mănescu et M. Luhan, je voudrais tout spécialement vous remercier pour vos deux rapports, qui sont une fois de plus constructifs et très positifs vis-à-vis de la politique régionale et arrivent à point nommé compte tenu du débat en cours sur la structure future de la politique régionale, en particulier si l’on songe au forum sur la cohésion qui se tiendra fin janvier/début février.

1. Acknowledges that irregularities in the use of EU funds relating to mismanagement and sometimes even fraud occur in a large number of Member States; notes that the Member States reported 3 832 irregularities in 2007 (which is an increase of 19.2% in relation to 2006), that the total financial amount affected in 2007 was about EUR 828 million (equivalent to slightly less than 1.83% of commitment appropriations), that suspected frauds as a percentage of the total number of reported irregularities represent around 12-15% in 2007 and that the total irregular amount for the European Regional Development Fund has risen by 48% in comparison to 2006; welcomes the efforts already made by the Member States but stresses once again that they should ensure the adequacy of their financial control mechanisms and emphasises the importance of preventive action by the Member States in order to increase the detection of irregularities before any payment is effectively made to the beneficiaries; underlines the fact that fighting fraud and corruption is an ongoing responsibility of all Member States and also that a concerted effort is needed in order to achieve real improvements;
1. reconnaît que l'utilisation des fonds communautaires est marquée, dans un grand nombre d'États membres, par des irrégularités liées à une mauvaise gestion et parfois même à des fraudes; fait observer que les États membres ont communiqué 3 832 irrégularités en 2007 (soit une augmentation de 19,2% par rapport à 2006), que le montant financier total alloué en 2007 atteignait environ 828 millions EUR,(ce qui correspond à un peu moins de 1,83% des crédits d'engagement), que la fraude suspectée représentait entre 12 et 15 % du pourcentage du nombre total d'irrégularités en 2007 et que le montant total d'irrégularités pour le Fonds européen de développement régional a enregistré une hausse de 48 % par rapport à 2006; se félicite des efforts déjà accomplis par les États membres mais souligne une fois encore que ces derniers devraient veiller à disposer de mécanismes de contrôle adéquats et insiste sur l'importance des actions de prévention menées par les États membres pour que les irrégularités soient plus souvent détectées avant que des paiements effectifs ne soient effectués au profit des bénéficiaires; insiste sur le fait que la lutte contre la fraude et la corruption est une responsabilité permanente de tous les États membres et qu'un effort concerté est nécessaire pour parvenir à de réelles améliorations;

Senator Mercer: I thank the minister for the answer. Since the minister is talking about purchases on a regional basis and about allowing smaller enterprises to benefit from the large amount of funds this government spends, perhaps when we sit again he could give us a detailed report, broken down on a regional basis.

Points out that, in 2004, losses in connection with structural actions again greatly increased from EUR 482.2 m (2003) to EUR 694.5 m (2004, including EUR 163 m relating to the Cohesion Fund); as a rule, 86% of irregularities are not reported until two years after they are detected; of the EUR 532 m in losses relating to the Structural Funds, the European Regional Development Fund accounts for EUR 485 m; losses reported from Italy (EUR 194.9 m), Germany (EUR 127.5 m) and Greece (EUR 112 m) represent 81.6% of the aggregate loss reported; incorrectly carried out measures and infringements of Treaty provisions were the most common causes of irregularities;

As regards Belgium, the Walloon region reported again that the producers of hazardous waste are inspected in the context of a general control on the implementation of environmental legislation for classified establishments, usually once a year.

It can come as no surprise, then, if the Commission stresses again and again the need for rural development, or that this view is supported by the European Parliament (in the Hyland Report), the Economic and Social Committee and the Committee of the Regions (in the Van Gelder Report).
