The Commission shall, on the basis of the reports from Member States referred to in Article 14 and in conjunction with scientific advice on the basis of advice from STECF, the International Council for the Exploration of the Sea (ICES) and the North Sea Regional Advisory Council , evaluate the impact of the measures on the stocks and fisheries concerned in the year following that in which it receives the reports. The first evaluation shall focus on whether the measures in this Regulation have sufficiently contributed to the sustainable conservation of the stocks, on whether additional measures to minimise catches of unwanted species and catches below the minimum conservation reference size according to Annex II are necessary and on the socioeconomic impact on the fisheries sector.

I should like to make it clear from the start, however, that the Committee on Regional Policy, Transport and Tourism was quite right to choose not to use this report, on which it has been working for a very long time, since before the European elections, as a platform for discussing the question of principle, that is, the question of whether there should even be nuclear energy, and to focus purely and simply on the subject of the transport of radioactive material within the European Union. It was right to do so, if, for no other reason than, from a legal point of view, it is not up to the European Union to say whether or not nuclear energy should be used, it is up to the Member States.
Mais je voudrais, d’entrée de jeu, dire que la commission de la politique régionale et des transports a fait un choix très avisé en décidant de ne pas débattre, dans le cadre de ce rapport qui l’a occupée longtemps dès avant les élections européennes, la question de principe, autrement dit de l’acceptation ou du refus du nucléaire, mais d’examiner la seule question du transport de matières radioactives à l’intérieur de l’Union européenne, et cela, entre autres, parce que, d’un point de vue juridique, la décision de recourir ou non à cette forme d’énergie n’est pas du ressort de l’Union européenne mais des États membres. À tort ou à raison, je ne l’examine pas pour l’heure, mais telle est la situation en tout cas.

In the European Union, consideration should be given to whether enough is being done to help high-unemployment regions which do not have a low GDP. Do the current procedures draw an adequate distinction between regions with low incomes and high unemployment and those with low incomes and low unemployment?
L'Union européenne devrait se demander si elle consacre suffisamment d'efforts aux régions à chômage élevé qui ne font pas partie des régions à faible PIB et si les procédures actuelles en ce qui concerne les régions à faibles revenus font suffisamment la distinction entre les régions où le chômage est important et celles où il est faible.
