According to Commission Delegated Regulation (EU) 2015/2446 , regional cumulation can only apply in the same regional group to countries which, at the time of exportation to the Union, are beneficiaries of the GSP.

6. The removal of a country or territory from the list of countries and territories entitled to generalised preferences by virtue of paragraph 5 shall not affect the possibility of using products originating in that country under the regional cumulation mechanism applicable to all regional groupings referred to in Article 72(3) of Commission Regulation (EEC) No 2454/93, provided that the country has been a member of the regional grouping since the multiannual system of preferences applicable to the product concerned in 1995 entered into force and is not considered to be the country of origin of the final product within the meaning of Article 72(a) of Regulation (EEC) No 2454/93.
6. Le retrait d'un pays ou territoire de la liste des pays ou territoires des préférences généralisées en vertu du paragraphe 5, n'affecte pas la possibilité d'utiliser des produits originaires de ce pays dans le cadre du mécanisme de cumul régional applicable aux groupements régionaux visés à l'article 72, paragraphe 3, du règlement (CEE) n° 2454/93 de la Commission, pour autant que ce pays ait été membre de ce groupement régional depuis l'entrée en vigueur du schéma pluriannuel de préférences applicable au produit en cause en 1995 et que ledit pays ne soit pas considéré comme le pays d'origine du produit final au sens de l'article 72 bis du règlement (CEE) n° 2454/93.
