The Commission has also been promoting Member States' cooperation and exchange of 112 best practice through different expert bodies, such as the Communications Committee and the Expert Group on Emergency Access, and it is also working to make 112 more accessible for all citizens through the reform of the EU's telecommunications rules and by financing research projects, such as 'eCall' and 'Total Conversation'.
La Commission promeut la coopération et l’échange de bonnes pratiques entre États membres concernant le 112 au travers de divers organismes spécialisés, tels que le comité des communications et le groupe d’experts sur l’accès d’urgence. Elle s’attelle également à rendre le 112 plus accessible pour tous les citoyens par la réforme de la réglementation européenne en matière de télécommunications et en finançant des projets de recherche, tels que «eCall» et «Conversation totale».

On 10 November 1999 the Commission presented a communication to the European Parliament, the Council, the Economic and Social Committee and the Committee of the Regions proposing the next steps in radio spectrum policy on the basis of the results of the public consultation on the Green Paper on radio spectrum policy in the context of European Community policies such as telecommunications, broadcasting, transport and RD. This Communication, which was welcomed by the European Parliament in a Resolution of 18 May 2000 , emphasised that a certain degree of further harmonisation of Community policy on the radio spectrum was desirable, in particular for pan-European services and applications, and that it was necessary to ensure that Member States transposed in a binding way the decisions of the European Conference of Postal and Telecommunications Administrations (CEPT).
Le 10 novembre 1999 la Commission a présenté une communication au Parlement européen, au Conseil, au Comité économique et social et au Comité des régions proposant les prochaines étapes de la politique en matière de spectre radioélectrique basée sur les résultats de la consultation publique organisée sur le livre vert sur la politique en matière de spectre radioélectrique dans le contexte des politiques communautaires de télécommunications, de radiodiffusion, des transports et de la recherche et du développement. Cette communication a été accueillie favorablement par le Parlement européen dans sa résolution du 18 mai 2000. La Communication insistait sur l'opportunité d'une harmonisation plus poussée, dans une certaine mesure, de la politique communautaire en matière de spectre radioélectrique pour les services et applications paneuropéens, et sur la nécessité de veiller à ce que les États membres mettent en œuvre de manière contraignante les décisions élaborées dans le cadre de la Conférence européenne des administrations des Postes et des Télécommunications (CEPT) .
