This group would work to safeguard and promote democracy, the rule of law and respect for human rights.

At the same time, there must be more reflection on the tasks of the future regional meetings, on tying them in with plenary meetings of the JPA, and on how they will work alongside existing or emerging regional organisations.

With regard to the third priority (i.e. adopting a strategic approach to strengthening the capacities of the different actors of partnership), we recall that the Cotonou Agreement recognises the "complementary role of and potential for contributions by non-State actors" (Article 4), alongside local, national and regional State actors, as well as the need to provide support for an "active and organised civil society" in dealing with conflict situations (Article 11).
