Stresses the need to develop a coherent system for research into socio-economic processes in cross-border areas, including those in the regions located on the external borders of the European Union, together with statistics for macro-regions, in order to obtain a reliable, complete and accurate picture of the economy in terms of regional and macro-regional development, covering both the urban dimension and rural areas; believes that the research mechanisms connected with the balance of payments should be improved; notes, furthermore, that regional and national accounts should be closely monitored as part of a robust system of quality management for EU statistics.

The methodological consistency of regional statistics shall be improved by the inclusion of more rigorous methodology in the relevant legislative framework when revised, by ensuring the production and quotation of separate statistics on men and women, and by the application of quality standards already commenced in regional accounts data which shall be extended to other regional statistics to assure comparability and timeliness.

However the ongoing enlargement with its concomitant statistical effect have highlighted the need for more targeted statistical indicators to measure the needs of island regions.

The Commission says that regional statistics are ‘a cornerstone of the European Statistical System’ and has maintained and is continuing to use the existing classification established in the 1970s by Eurostat and based on a geographical division of territory, together with the current system for collecting data, whereby the national statistical bodies are responsible for providing regional data of interest to the EU, such as income or unemployment statistics and trends.
