Such national or regional reserves should be used, as a matter of priority, to facilitate the participation of young farmers and farmers commencing their agricultural activity in the scheme and using them should be allowed in order to take account of certain other specific situations.

Internal Convergence: Those Member States that currently maintain allocations based on historic references must move towards more similar levels of payment per hectare. They may choose from different options: to take a national approach, or a regional approach (based on administrative or agronomic criteria); to achieve a regional/national rate by 2019, or to ensure that those farms getting less than 90% of the regional/national average rate see a gradual increase – with the additional guarantee that every farmer reaches a minimum payment of 60% of the national/regional average by 2019. The amounts available to farmers receiving more than the regional/national average will be adjusted proportionally, with an option for Member States to limit any "losses" to 30%.

An advance payment of 30% may be made during the marketing year (on the basis of an "estimated" loss of income in less-favoured areas. - 5 - In the Mediterranean, with their specific production characteristics, there are special arrangements: Region 1: farmers receive the same premium as in region 2 for ewes which have give birth to lambs slaughtered after reaching two months of age; Region 7: the farmers receive, in addition to their own premium, a bonus representing 50% of the difference between the premium for region 2 and that for Region 7 (rule applicable in the 1989 and 1988 marketing years).

- 9 - Also, compensation is provided in the form of direct payments (for the suspension of the milk quotas and for restrictions as regards buying in of beef). The Commission does not rule out the introduction of other differentiation or compensation schemes to maintain the fabric of rural life in certain regions or to ensure the preservation of a proper future for small farmers. In line with the adjustment of market mechanisms, the Community has broadened and strengthened its policy as regards farm structures: - a first set of measures adopted in March 1985 covered the changes that had occurred in the economic environment; - a second set of socio-structural measures adopted in March 1987 was designed to accommodate both the difficulties as regards incomes certain farmers might have to contend with and the need to avoid the production of surpluses. Thus the reform of the structural policy has three main goals, with a view to underpinning the fundamental role the CAP has to play in society as a whole: 1. that of contributing to the development of the regional economies lagging, in terms of structures, behind the others; 2. that of encouraging rural development outside the backward regions; 3. that of stimulating the adaptation of agricultural structures.
