To ensure that the Community Funds have a real impact in the eligible regions over and above the development effort of each Member State, since 1989 the regulations on the Structural Funds have included application of the principle of additionality, under which the Member States are required to maintain national structural expenditure in a programming period at least the same level (excluding the EU contribution) as in the previous period.

In view of the new powers transferred to the Community by the Treaty of Amsterdam, the issue of immigration, and in particular the fight against illegal immigration, has also been incorporated into all of the association and cooperation agreements signed since 1999, including with third countries in the Mediterranean basin, and into the partnership and cooperation agreements with the new independent states of central Europe, central Asia, the Balkans and the ACP countries. Initiatives have been taken with some countries and regions in the context of the programming of external aid which have contributed directly to ensuring that these new priorities in the management of migratory flows are put into practice.

In addition to defining a NUTS territorial breakdown approved by the Commission, these countries have still to allocate responsibilities for the programming and management of the Structural Funds (inter-ministerial cooperation, designation of the managing and paying authorities, clarification of the role of the regions, etc), in order to prepare the first programming documents.

It will comprise in particular: a) an increased effort to provide information about ECSC conversion loans and the possibilities for assistance, particularly in those regions which have not made sufficient use of these loans until now; ./. - 2 - b) greater responsibility will be given to the regional partnership (Monitoring Committees of the Community Support Frameworks) to monitor and coordinate these loans with the regional development priorities in the CSF; c) ECSC financial support in the form of interest-rate subsidies on these loans will be programmed until end of 1993; this programming consists of a regional indicative allocation in the operational budget of the ECSC of the appropriations envisaged in this connection; d) greater geographical concentration of aid in the form of interest- rate subsidies will be sought during 1992, in cooperation with the Member States, giving priority to the regions eligible for ERDF assistance, i.e. those having the greatest difficulties with the conversion of ECSC industries; e) the conversion loans will also be concentrated on the sectors given priority in the Community support frameworks; f) in exceptional cases justified by the socio-economic situation of a region, an additional interest-rate subsidy can be granted by the ECSC or the European Regional Development Fund.
