(1) Certain provisions of Regulation (EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety(5) should be brought into line with Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities(6) (hereinafter referred to as "the general Financial Regulation"), and in particular Article 185 thereof.

During the implementation of Regulation (EC) No 178/2002, Regulation (EC) No 852/2004 of the European Parliament and of the Council of 29 April 2004 on the hygiene of foodstuffs (2), Regulation (EC) No 853/2004 of the European Parliament and of the Council of 29 April 2004 laying down specific hygiene rules for food of animal origin (3) and Regulation (EC) No 854/2004 of the European Parliament and of the Council of 29 April 2004 laying down specific rules for the organisation of official controls on products of animal origin intended for human consumption (4), experience has shown that food business operators do not generally possess the information needed to ensure that their systems identifying the handling or storage of foods is adequate, in particular in the sector of food of animal origin.
Durant la mise en œuvre du règlement (CE) no 178/2002, du règlement (CE) no 852/2004 du Parlement européen et du Conseil du 29 avril 2004 relatif à l’hygiène des denrées alimentaires (2), du règlement (CE) no 853/2004 du Parlement européen et du Conseil du 29 avril 2004 fixant des règles spécifiques d’hygiène applicables aux denrées alimentaires d’origine animale (3) et du règlement (CE) no 854/2004 du Parlement européen et du Conseil du 29 avril 2004 fixant les règles spécifiques d’organisation des contrôles officiels concernant les produits d’origine animale destinés à la consommation humaine (4), l'expérience a montré que les exploitants du secteur alimentaire ne disposaient généralement pas des données requises pour s'assurer du bon fonctionnement de leur système d'identification du traitement et du stockage des denrées alimentaires, notamment en ce qui concerne les denrées d'origine animale.

This Regulation lays down provisions implementing the traceability requirements set by Regulation (EC) No 178/2002 to food business operators in respect of food of animal origin.
Le présent règlement établit des dispositions portant mise en œuvre des exigences de traçabilité définies par le règlement (CE) no 178/2002 destinées aux exploitants du secteur alimentaire en ce qui concerne les denrées alimentaires d'origine animale.
