The Common Market Organisation Regulation (the "CMO" Regulation) allows producer organisations and associations of producer organisations in these three sectors to jointly sell and set prices, volumes and other trade conditions for these products, if they create significant efficiencies through other joint activities (e.g. distribution, storage).

As regards protein crops, rice, potato starch, nuts and flax and hemp, in order to allow producers to adjust, it is appropriate to integrate the aids for those sectors into the single payment scheme from 2012 while at the same time, and with the exception of the processing aids which are dealt with under Regulation (EC) No 1234/2007, allowing Member States to decide on an earlier date for their integration.

4. From the 1998/99 wine year, notwithstanding the preceding paragraph, as regards wine obtained from grapes of varieties classified in a given administrative unit as both wine-grape varieties and varieties for the production of wine spirits, the Member States shall be authorised to allow producers who have received premiums from the 1997/98 wine year for the permanent abandonment of part of their vine-growing areas as provided for in Article 8 of Regulation (EC) No 1493/1999 to maintain, for the five wine years following grubbing, the quantity normally produced at the level it stood at before grubbing.

In his presentation, the Commissioner recalled the objectives of the proposal : to improve the balance between supply and demand on the Community markets allowing producers to take advantage of expanding markets, to enable greater competitiveness of the sector in the longer term by promoting quality, to eliminate artificial outlets to surplus production, to maintain all traditional outlets for alcohol and vine-based products, to take regional diversity into account, to formalise the role of producer and interbranch organisations, and to simplify the legislation considerably (substituting 23 existing Regulations by one Regulation).

The reform has seven broad objectives: to improve the balance between supply and demand on the Community markets and to allow producers to take advantage of expanding markets, to enable the sector to become more competitive in the longer term, to eliminate intervention, considered an artificial outlet to surplus production, to maintain all traditional outlets for potable wine alcohol and vine-based products, to take regional diversity into account, to formalise the role of producer and interbranch organisations, and to simplify the legislation considerably (substituting 23 existing Regulations).
La réforme poursuit sept objectifs principaux : améliorer l'équilibre entre l'offre et la demande sur les marchés de la Communauté et permettre aux producteurs de tirer profit de marchés en expansion, mettre le secteur en état de devenir plus compétitif à long terme, supprimer les interventions, considérées comme un exutoire artificiel à la production d'excédents, maintenir les débouchés traditionnels des alcools de vin de consommations et des produits à base de vin, tenir compte de la diversité régionale, préciser le rôle des organisations de producteurs et des organisations interprofessionnelles et simplifier considérablementl la législation (en remplaçant les 23 régimes existants).

The reason for that issue was if they had a steel two-by-four building in one province, I forget which, the other province had a regulation for a building of brick or cindercrete blocks, and so they would not allow producers to sell the beef across the border.
