In the work of the smart regulation panel convened by PCO and the Clerk of the Privy Council, there is a very explicit, carefully worded, carefully crafted recommendation I know it very well because I happen to have drafted it. It asks the Government of Canada to expand the appropriate use of economic instruments in Canada.
