(6) In the light of the experience gained with the application of the rules on expenditure financed by the European Agricultural Guarantee Fund (EAGF) and by the European Agricultural Fund for Rural Development (EAFRD), some of the provisions relating to the financing of the actions provided for by Council Regulation (EC) No 165/94 of 24 January 1994 concerning the co-financing by the Community of remote-sensing checks and by Council Regulation (EC) No 78/2008 of 21 January 2008 on the measures to be undertaken by the Commission in 2008–2013 making use of the remote-sensing applications developed within the framework of the common agricultural policy should be incorporated into Regulation (EC) No 1290/2005.

Experience gained in 2004-2007, within the framework of Decision No 1445/2000/EC of the European Parliament and of the Council of 22 May 2000 on the application of aerial-survey and remote-sensing techniques to the agricultural statistics for 1999 to 2003 , as amended, and prior decisions such as, notably, Council Decision 88/503/EEC of 26 September 1988 adopting a pilot project on remote sensing applied to agricultural statistics , has enabled the agro-meteorological system for forecasting yields and monitoring land and crop conditions to achieve an advanced operational and development stage, and to demonstrate its effectiveness.
L’expérience acquise au cours de la période 2004-2007, dans le cadre de la décision no 1445/2000/CE du Parlement européen et du Conseil du 22 mai 2000 portant sur l’application de techniques d’enquêtes aréolaires et de télédétection aux statistiques agricoles pour la période 1999-2003 et des décisions antérieures, telles que, notamment, la décision 88/503/CEE du Conseil du 26 septembre 1988 arrêtant un projet pilote de télédétection appliquée aux statistiques agricoles , a permis au système agrométéorologique de prévision des rendements et de suivi de l’état des terres et des cultures d’atteindre un stade opérationnel et de développement avancé, et de démontrer son efficacité.

Remote sensing has thus demonstrated that it provides a response tailored to the management needs of the CAP, and that the needs identified cannot be met by the traditional agricultural statistics and forecasting systems.
