Considers that a satisfactory conclusion to the IGC must be accompanied by a commitment to prompt an extensive public debate on the future of Europe and to launch a process leading to the constitutionalisation of the Union, the first stage of which would take the form of a declaration appended to the Nice Treaty on the method and the timetable to be followed for the purpose of reorganising the Treaties and incorporating the Charter of Fundamental Rights, if this matter has not yet been settled; the second stage would involve the drawing up of a European Constitution prepared by a Convention similar to the one which drew up the Charter;
