The only sensible route for Canada is a formula similar to that of the German Bundesrat, which we refer to in political science as ``weighted representation,'' where the smaller units get somewhat more or perhaps a good deal more than they would under rep by pop and the big units get somewhat less or a good deal less than they would under rep by pop.
