The obligation to reply under the code of good conduct should be applied in such a way that citizens are given careful and reasoned replies, with useful practical advice (e.g. remedies available at national level, conditions for obtaining redress, etc.). In the light of the reply or absence of a reply from the Member State concerned, the Commission may decide to address a "reasoned opinion" to the Member State, clearly and definitively setting out the reasons why it considers there to have been an infringement of Community law and calling on the Member State to comply with Community law within a specified period (again, the deadline for a response is at the discretion of the Commission it is normally two months but may be one week or less).
