This report is presented under article 13.3a) of Decision n° 1855/2006/EC[1] of 12 December 2006[2] establishing the Culture programme (hereafter "the programme"), which requires an interim evaluation report on the results obtained and on the qualitative and quantitative aspects of the implementation of the programme to be submitted to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions by 31 December 2010.
L’article 13, paragraphe 3, point a), de la décision n° 1855/2006/CE[1] du 12 décembre 2006[2] établissant le programme Culture (ci-après «le programme») exige que soit présenté, au Parlement européen, au Conseil, au Comité économique et social européen et au Comité des régions, au plus tard le 31 décembre 2010, un rapport intermédiaire d’évaluation sur les résultats obtenus et sur les aspects qualitatifs et quantitatifs de la mise en œuvre du programme.

(b) a Communication on the continuation of this programme, having regard to its objectives, three years after the adoption of this Decision. Moreover the Commission shall present annually a short report monitoring the situation of the implementation of the programme;

Since this involves new technical and financial management instruments for participation in the specific programme for cooperation, the Commission will have to establish management structures which ensure compliance with the criteria, transparency as regards priorities, and sound and efficient management, reporting regularly on all these aspects to Parliament.

It is on this basis that the Committee on Women’s Rights and the Committee on Civil Liberties have agreed to each draw up a report on the specific programme as a whole, but the Committee on Women’s Rights will remove all references in the programme to drugs and will focus on the issue of violence, while the Committee on Civil Liberties will do the opposite (i.e. remove all references to violence and focus on the aspects relating to drugs).

Since the Commission has not yet submitted the midterm report provided for in the original MEDIA Plus Decision "on the basis of the results after two years of implementation", it has to be made clear that any discussion and subsequent decision on a new proposal for a MEDIA Plus Programme can only take place on the basis of a full and detailed assessment report of the results achieved so far.
Comme la Commission n'a pas encore présenté le rapport d'évaluation à mi-parcours qui, en vertu de la décision instituant le programme MEDIA Plus initial, doit être soumis" sur la base des résultats obtenus après deux ans de mise en œuvre", il convient de préciser que tout examen d'une nouvelle proposition relative à un programme MEDIA Plus, puis toute décision à ce sujet ne pourront avoir lieu que sur la base d'un rapport d'évaluation complet et détaillé concernant les résultats obtenus à ce jour.

5. The economic conjuncture under which the stability and convergence programmes referred to in this report were prepared and submitted led, in the case of many Member States, both to a divergence from the targets of the previously updated programmes and to less optimistic forecasts and consequently to a readjustment of the underlying economic figures, even though over-optimistic assessments were also seen; these run the risk of not being achieved, at least in the short term, because of the particularly high level of uncertainty which was present when they were being worked out, or in view of crucial elections in some countries. This situation was confirmed in large part by the assessment of the Commission and the opinions of the Council.
5. La conjoncture économique, dans le cadre de laquelle ont été préparés et présentés les programmes de stabilité et de convergence auxquels fait référence le présent rapport, a amené de nombreux États membres, d'une part, à dévier des objectifs des programmes actualisés précédents et, d'autre part, à faire des prévisions moins optimistes et, par conséquent, à adapter les paramètres économiques de base, même si on a constaté également des évaluations trop optimistes qui risquent de ne pas se confirmer, du moins à court terme, du fait du degré d'incertitude qui régnait lors de leur élaboration ou de la tenue d'opérations électorales décisives dans certains pays. Cette situation s'est vue confirmée en dernier ressort par l'évaluation de la Commission et les avis du Conseil.
