These internal procedures are not governed by Standing Orders except for general principles, such as the timeframe in which estimates were referred to and reported back from the various committees, the method of presenting reports in the House, the sequence in which the various components of a bill are studied, the election of a Chair, the manner of effecting membership substitutions, the seconding of motions and, in general, the applicability of certain Standing Orders including specific rules of debate.
Ces modalités internes ne sont pas visées par le Règlement, sauf pour ce qui est des principes généraux qui les sous-tendent, tels les délais fixés pour le renvoi des prévisions budgétaires et le dépôt des rapports afférents, la manière de présenter les rapports à la Chambre, l’ordre dans lequel les éléments constitutifs d’un projet de loi sont étudiés, l’élection d’un président, le mécanisme de remplacement des membres, la présentation des motions par un seul proposeur et, en général, l’applicabilité de certaines dispositions du Règlement imposant des règles précises aux débats.
