In the light of the experience gained it is therefore appropriate fundamentally to change the Community regime applying to the wine sector with a view to achieving the following objectives: increasing the competitiveness of the Community's wine producers; strengthening the reputation of Community quality wine as the best in the world; recovering old markets and winning new ones in the Community and worldwide; creating a wine regime that operates through clear, simple and effective rules that balance supply and demand; creating a wine regime that preserves the best traditions of Community wine production, reinforcing the social fabric of many rural areas, and ensuring that all production respects the environment.
À la lumière de l'expérience acquise, il est donc opportun de modifier fondamentalement le régime communautaire applicable au secteur vitivinicole en vue d'atteindre les objectifs suivants: renforcer la compétitivité des producteurs de vin de la Communauté; asseoir la réputation de meilleurs vins du monde dont jouissent les vins de qualité de la Communauté; reconquérir les anciens marchés et en gagner de nouveaux dans la Communauté et dans le monde; établir un régime vitivinicole fonctionnant sur la base de règles claires, simples et efficaces permettant d'équilibrer l'offre et la demande; établir un régime vitivinicole qui préserve les meilleures traditions de la production vitivinicole communautaire, qui renforce le tissu social dans de nombreuses zones rurales et qui garantisse que l'ensemble de la production respecte l'environnement.

The EU aims to increase the competitiveness of European wine producers and the reputation of their wine to recover old markets and win new ones.
L'UE entend améliorer la compétitivité des producteurs européens et la réputation de leurs vins afin de reconquérir les anciens marchés et d'en gagner de nouveaux.

It is not by seeking to lower our production costs to any old amount that we will emerge the victors of international competition. Rather, we will achieve this by further improving the reputation of our wines.

6. To qualify for inclusion in Annex III(B), traditional terms must fulfil the conditions referred to in paragraph 5, must be used for a wine with a geographical indication and must identify that wine as originating in that region or locality within the territory of the Community, where a given quality, reputation or other characteristic of the wine, as expressed by the traditional term concerned, is essentially attributable to that geographical origin.

The labelling of an imported wine, including a wine made from overripe grapes or a grape must in fermentation for direct human consumption, from a third country that is a member of the World Trade Organisation may bear the name of a geographical area as referred to in Annex VII(A)(2)(d) to Regulation (EC) No 1493/1999 provided that it serves to identify a wine as originating in the territory of a third country or a region or locality of that third country, where a given quality, reputation or other characteristic of the product essentially attributable to that geographical origin.
