These systems include: the Union maritime information and exchange system, SafeSeaNet, providing integrated maritime services[8] inter alia for traffic monitoring (situational awareness) and to ensure the implementation of EU legislation, hosted by the European Maritime Safety Agency (EMSA) and managed by the Commission’s Directorate-General for Mobility and Transport (MOVE) together with EU/EEA Member States in the High Level Steering Group[9]; the Common Emergency Communication and Information System (CECIS) facilitating communication during maritime incidents and disasters managed by the Commission’s Directorate-General for Humanitarian Aid and Civil Protection (ECHO); the Vessel Monitoring System managed by Member States, the Data Exchange Highway (DEH) and the Fisheries Language for Universal eXchange (FLUX), managed by the Commission's Directorate-General for Maritime Affairs (MARE), supporting the Common Fisheries Policy; the Maritime Surveillance network (MARSUR) managed by the European Defence Agency (EDA) supporting the Common Foreign and Security Policy; the European Border Surveillance System (EUROSUR) improving the situational awareness and reaction capability of Member States and of the EU Border Agency (FRONTEX) at the external borders as well as the Secure Information Exchange Network Application (SIENA), the information exchange system of EUROPOL, and the Joint Research Centre's Blue Hub platform supporting EU RD in maritime surveillance and situational awareness and experimenting with new data sources previously untapped.
Ces systèmes comprennent: le système d’échange d’informations maritimes de l’Union, SafeSeaNet, fournissant des services maritimes intégrés[8] entre autres pour le suivi du trafic (connaissance de la situation) et pour veiller à la mise en œuvre de la législation européenne, hébergé par l’Agence européenne pour la sécurité maritime (EMSA) et géré par la DG Mobilité et transports de la Commission (MOVE) conjointement avec les États membres de l’UE/EEE au sein du groupe de pilotage de haut niveau[9]; le système commun de communication et d’information d’urgence (CECIS) facilitant les communications lors d'incidents et catastrophes maritimes, géré par la DG Aide humanitaire et protection civile de la Commission (ECHO); le système de surveillance des navires géré par les États membres, la Data Exchange Highway (DEH) et le Fisheries Language for Universal eXchange (FLUX), gérés par la DG Affaires maritimes et pêche de la Commission (MARE), chargée de la politique commune de la pêche; le réseau de la surveillance maritime (MARSUR), géré par l’Agence européenne de défense (AED) responsable de la politique étrangère et de sécurité commune; le système européen de surveillance des frontières (EUROSUR) améliorant la connaissance de la situation et la capacité de réaction des États membres et de l’agence de l’Union chargée des frontières (FRONTEX) aux frontières extérieures; ainsi que l’application de réseau d’échange sécurisé d’informations (Secure Information Exchange Network Application - SIENA), le système d’échange d’informations d’EUROPOL, et la plateforme Blue Hub du Centre commun de recherche, qui est chargée de la recherche et du développement de l’Union européenne en matière de surveillance maritime et de connaissance de la situation et qui expérimente de nouvelles sources de données non exploitées auparavant.

A specific Task Force on Instruments was set up, made up of representatives of various directorates of the Directorate-General for Research and representatives of other Directorates-General involved in the implementation of the Framework Programme (Information Society, Enterprise, Energy and Transport, Fisheries), to discuss issues related to the instruments.

The present action is brought against (i) the decision of the Maintenance and Utilities Unit of the Ispra Site Management Directorate of the Joint Research Centre Directorate-General of the European Commission, communicated by way of Note Ares(2014)1041060 of 3 April 2014, to give a negative assessment in respect of the tender submitted by the applicant in Tendering Procedure JRC IPR 2013 C04 0031 OC, (ii) the decision to award the contract to another company, and (iii) the decision to refuse the applicant’s request for access to the tender documents.
Le présent recours est formé contre la décision évaluant négativement l’offre présentée par la requérante dans la procédure d’appel d’offres JRC IPR 2013 C04 0031 OC, prise par la Commission européenne, direction générale Centre commun de recherche, direction de la gestion du site d’Ispra, unité Entretien et services, et communiquée par un courrier du 3 avril 2014 portant la référence Ares(2014)1041069, contre la décision d’adjudication du marché à une autre entreprise, ainsi que contre la décision rejetant la demande d’accès aux documents de l’appel d’offres.

The Commission also appointed three Deputy Directors-General: Ms Maive Rute to its Joint Research Centre (DG JRC), Mr Maciej Popowski to its department for Neighbourhood and Enlargement Negotiations (DG NEAR), and Mr Patrick Child to its department for Research and Innovation (DG RTD).
