As it stands, this article gives potentially too much influence to other partners in determining the uses a partner can give to their knowledge, and could lead to difficulties in the publication of the research results owned by HEIs and public research organisations. By limiting the right of other partners to determine the use of another participant’s knowledge to that which affects their legitimate interest both academic freedom and commercial interests are protected.
