IN-CONTEXT TRANSLATIONS

The EU has long reiterated that there cannot be a military solution to the conflict and called on all the parties to respect International Humanitarian Law, to urgently agree on a cessation of hostilities, and engage in a negotiation process.

The Union also became increasingly involved in international diplomatic initiatives (e.g. the Vienna talks) and advocacy efforts aimed to promote the respect of basic humanitarian principles and international humanitarian law.

Deeply regrets the lack of respect for international humanitarian law, and expresses its shock and grave concern at the deadly attacks against hospitals, schools and other civilian targets that are occurring at an increasingly alarming rate in armed conflicts around the world, with patients, students, medical and teaching staff, humanitarian aid workers, children and family members becoming targets and victims; expresses its opinion that international condemnations must be followed by independent investigations and genuine accountability; calls on the Member States, the EU institutions and the Vice-President/High Representative (VP/HR) to recognise the true extent of this emergency and to use all instruments at their disposal to address this matter.

Welcomes the immense humanitarian aid operation to which international and local organisations are contributing under the auspices of the OCHA and the UNHCR and pays tribute to all humanitarian aid and health workers, international and local, for their courage and perseverance; calls on the EU and the international community to enhance the protection of civilians, including humanitarian workers and medical personnel; urges the international community to find a solution to the ongoing lack of security and problems with law and order in refugee camps, inter alia by setting up a new security initiative within the camps; urges all parties to the conflict to respect international humanitarian law and to facilitate humanitarian access to allow aid workers inside and outside the country to cope with the growing needs;

Remains deeply concerned about the widespread and systematic violation of human rights; calls on the EU and the international community to enhance the protection of civilians, including humanitarian workers and medical personnel; urges the international community to find a solution to the ongoing insecurity and law-and-order problems in the refugee camps by setting up a new security initiative within the camps; urges all parties to the conflict to respect international humanitarian law and to facilitate humanitarian access to allow aid workers inside and outside the country to cope with growing needs; supports the High Representative’s condemnation of terrorist attacks of any kind;

Calls on all parties to allow full and safe access for humanitarian workers, to respect international humanitarian law, including the respect and protection of civilians, and to facilitate the implementation of humanitarian pauses to allow for the safe delivery of humanitarian aid; welcomes the EU’s readiness to offer additional support ,including financial, to help neighbouring countries, including Turkey, Lebanon and Jordan, to host the increasing number of Syrian refugees and its willingness to increase its humanitarian assistance to the Syrians; strongly supports the efforts done by these countries on delivering humanitarian assistance to the Syrian citizens which are seeking protection in their countries; supports the EU’s call upon all countries to do likewise; calls on the EU to take appropriate measures on the eventual influx of refugees to its Members States; underlines the necessary cooperation with the Red Cross;
9. demande à toutes les parties de ménager un accès illimitée et sûr aux agents des organisations humanitaires, de respecter le droit humanitaire international, notamment en respectant et en protégeant les civils, et de faciliter la mise en place de trêves humanitaires afin de permettre l'acheminement de l'aide humanitaire dans des conditions de sécurité; se félicite de la volonté de l'UE de fournir un soutien complémentaire, y compris financier, pour aider les pays voisins, notamment la Turquie, le Liban et la Jordanie, à accueillir et héberger le flot croissant de réfugiés syriens, et de sa volonté d'accroître son aide humanitaire à la population syrienne; soutient fermement les efforts consentis par ces pays pour apporter une assistance humanitaire aux citoyens syriens qui recherchent la protection sur leur territoire; appuie l'appel lancé par l'UE à tous les pays pour qu'ils fassent de même; invite l'UE à prendre les mesures appropriées pour parer à un afflux éventuel de réfugiés dans ses États membres; souligne la nécessité d'une bonne coopération avec la Croix-Rouge;

Whilst respecting international humanitarian obligations, illegal immigration should continue to be combated, as called for in Seville.

The ‘humanitarian space’ that is needed to ensure access to vulnerable populations and the safety and security of humanitarian workers must be preserved as essential preconditions for the delivery of humanitarian aid, and for the European Union (EU) and its partners in the humanitarian field to be able to get assistance including protection to crisis-hit people, based on respect for the principles of neutrality, impartiality, humanity and independence of humanitarian action, enshrined in International Law, in particular International Humanitarian Law.
