Q. Although the Charter is not directly justiciable, its status as a solemn proclamation means that it has already become, as expected, an important reference document. It is respected by the EU institutions and is invoked by both Member States and citizens , in particular through the petitions submitted to the European Parliament and the complaints lodged with the European Ombudsman. The Commission is determined to regard the Charter as binding upon itself and instituted internal procedures to ensure compliance with its provisions.
