When imposing cost-oriented access prices, NRAs may continue to apply beyond 31 December 2016 the costing methodology that they use at the time of entry into force of this Recommendation, if it meets the objectives of the recommended costing methodology as set out in recitals 25 to 28 and satisfies the following criteria: (i) if not modelling an NGA network, it should reflect a gradual shift from a copper network to an NGA network; (ii) it should apply an asset valuation method that takes into account that certain civil infrastructure assets would not be replicated in the competitive process; (iii) it should be accompanied by documented projections of copper network prices showing that they will not fluctuate significantly and therefore will remain stable over a long time period and that the alternative methodology meets the objective of regulatory transparency and predictability as well as the need to ensure price stability; and (iv) it should require only minimal modifications with respect to the costing methodology already in place in that Member State in order to meet the first three criteria.

(18) In order to permit adaptation to technical and scientific progress of Directive 98/70/EC, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of the mechanism to monitor and reduce greenhouse gas emissions, the methodological principles and values necessary for assessing whether sustainability criteria have been fulfilled in relation to biofuels, criteria and geographic ranges for determining highly diverse grassland, the methodology for the calculation and reporting of lifecycle greenhouse gas emissions, the methodology for the calculation of indirect land-use change emissions, the permitted level related to the metallic additives content in fuels, the permitted analytical methods related to the fuel specifications and the vapour pressure waiver permitted for petrol containing bioethanol.
(18) Afin de permettre l’adaptation de la directive 98/70/CE au progrès technique et scientifique, le pouvoir d’adopter des actes conformément à l’article 290 du traité sur le fonctionnement de l’Union européenne devrait être délégué à la Commission eu égard au mécanisme de suivi et de réduction des émissions de gaz à effet de serre, aux principes méthodologiques et aux valeurs nécessaires pour déterminer si les critères de durabilité ont été respectés en relation avec des biocarburants, aux critères et aux données géographiques pour la détermination de prairies à forte biodiversité, à la méthodologie pour le calcul et la notification des émissions de gaz à effet de serre sur le cycle de vie, à la méthodologie pour le calcul des émissions liées aux changements indirects dans l’affectation des sols, au niveau autorisé pour les additifs métalliques dans les carburants, aux méthodes analytiques autorisées en relation avec les spécifications des carburants et à la dérogation concernant la pression de vapeur autorisée pour l’essence contenant du bioéthanol.

(19) In order to permit adaptation to technical and scientific progress of Directive 2009/28/EC, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of the list of biofuel feedstocks that are counted multiple times towards the target set in Article 3(4), the energy content of transport fuels, criteria and geographic ranges for determining highly biodiverse grassland, the methodology for the calculation of indirect land-use change emissions, and the methodological principles and values necessary for assessing whether sustainability criteria have been fulfilled in relation to biofuels and bioliquids.
(19) Afin de permettre l’adaptation au progrès technique et scientifique de la directive 2009/28/CE, le pouvoir d’adopter des actes conformément à l’article 290 du traité sur le fonctionnement de l’Union européenne devrait être délégué à la Commission eu égard à la liste des matières premières pour biocarburant qui sont comptabilisées plusieurs fois aux fins de la réalisation de l’objectif fixé à l’article 3, paragraphe 4, au contenu énergétique des carburants pour le transport, aux critères et zones géographiques pour déterminer les prairies à forte biodiversité, enfin aux principes méthodologiques et aux valeurs nécessaires pour déterminer si les critères de durabilité ont été remplis en relation avec les biocarburants et les bioliquides.

In respect of methodology and tools, we need to promote and use at all levels instruments such as gender impact assessment, checks on the integration of gender issues (e.g. by the inter-departmental quality support group which considers country strategy papers before their adoption) and to use statistics and data broken down by sex, verifiable indicators and performance assessment criteria to monitor progress.
