Is very disappointed about the way the Commission handled the distribution of the payments from the Philip Morris agreement among the 10 Member States and the Community, whereby the Community received only 9,7 % thereof and the rest went un-earmarked straight to the Ministers of Finance of the Member States; considers that this distribution goes against the spirit and intention of the agreement, which was negotiated on the basis that the USD 1,25 billion concerned had to be used in the fight against fraud;
32. se dit très déçu par la manière dont la Commission a réparti les versements résultant de l'accord Philip Morris entre les 10 États membres et la Communauté, cette dernière n'ayant reçu que 9,7% du total, alors que le surplus a été directement attribué, sans affectation déterminée, aux ministres des finances des États membres; estime que cette répartition est contraire à l'esprit et à l'objectif de l'accord négocié suivant le principe selon lequel le montant de 1,25 milliard de dollars devait servir à la lutte contre la fraude;
