If venture capitalists hear the government say, ``You invest this way; however, if you invest in such and such a way, we will contribute because we believe it is good for the Canadian economy,'' we ensure that there will not just be a return — we should not be opposed to returns; we live in a capitalist society — but also a collective enrichment, so that the government and taxpayers can recover it.
