Considers it regrettable that a holistic approach to the way in which corporations abide by human rights standards globally is still lacking, and that this is allowing certain states and companies to circumvent such rules; stresses the need, therefore, to adopt legally binding rules on corporate social responsibility (CSR); strongly supports the implementation of the UN Guiding Principles on Business and Human Rights; calls, in particular, on the Commission to introduce effective measures to operationalise the ‘Protect, Respect and Remedy’ framework put forward by John Ruggie, the UN Secretary-General’s Special Representative on business and human rights; recalls the importance of promoting CSR principles, including in business operations outside the EU, and ensuring that they are respected throughout the supply chain, in particular with regard to the illegal timber trade, wildlife trafficking and trading of minerals from conflict zones; is convinced that European companies and their subsidiaries and subcontractors should play a key role in the promotion and dissemination of international standards on business and human rights worldwide;

As well, the emphasis for Western governments was on civil and political rights, as opposed to the Eastern Bloc’s emphasis on economic, social, and cultural rights.[66] Nevertheless, the Commission on Human Rights asked the UN Secretary-General to get “views, observations, and suggestions” from the Member States, which resulted in submissions from 28 states, 4 from specialized agencies, and 15 from non-governmental organizations (NGOs).[67]

(h) making an effective contribution to the establishment of the counter-terrorism strategy advocated by the Secretary-General of the United Nations in his report of 21 March 2005, 'In larger freedom: towards development, security and human rights for all', that aims at dissuading people from resorting to terrorism or supporting it, denying terrorists access to funds and materials, deterring states from sponsoring terrorism, developing state capacity to defeat terrorism and defending human rights – a strategy which must be based on strict conformity with the rule of law, universal respect for human rights and the definitions of 'threat' and 'terrorism' endorsed in that report;
