4. Notes that Kazakhstan is currently one of the 47 members of the HRC; points out that the human rights situation in that country has deteriorated further since the brutal police repression of peaceful demonstrators and oil workers, their families and supporters in Zhanaozen on 16 December 2011, which, according to official figures, left 15 people dead and over 100 injured; calls on the HRC to implement without delay the call made by the High Commissioner for Human Rights, Navi Pillay, for an independent international investigation into the killing of oil workers in Kazakhstan; calls on Kazakhstan, as a member of the HRC, to guarantee human rights, repeal Article 164 of its penal code on ‘inciting social discord’, end the repression of, and lift the administrative obstacles placed in the way of, independent media, release political prisoners – including Vadim Kuramshin, a lawyer for human rights defenders, Roza Tuletaeva, a union activist, and Vladimir Kozlow, an opposition politician – and drop all requests for the extradition of opposition politicians;
4. constate que le Kazakhstan est actuellement l’un des 47 membres du Conseil des droits de l'homme; fait remarquer que la situation des droits de l’homme s’est encore détériorée dans ce pays depuis la répression féroce des forces de l’ordre à l’encontre de manifestants pacifiques et de travailleurs du pétrole, de leurs familles et soutiens à Zhanaozen le 16 décembre 2011, qui selon les chiffres officiels a entrainé la mort de 15 personnes et blessé plus de 100 autres; demande au Conseil des droits de l'homme de mettre immédiatement en œuvre, l’appel du Haut-Commissaire aux droits de l’Homme, Navi Pillay, à mener une enquête internationale indépendante sur les assassinats des travailleurs du pétrole au Kazakhstan; demande au Kazakhstan en tant que membre du Conseil des droits de l'homme de garantir les droits de l’homme, d’abroger l’article 164 de son code pénal sur «l’incitation à la discorde sociale» et de mettre fin à la répression et aux charges administratives à l'encontre les médias indépendants, de libérer les prisonniers politiques - y compris l’avocat des défenseurs des droits de l’Homme Vadim Kuramshin, le militant syndical Roza Tuletaeva, l’opposant politique Vladimir Kozlow -et d'abandonner toute demande d’extradition des opposants politiques;
