A wide range of other actors at European and international levels have expressed their deep concern about the reform of the Polish justice system: representatives of the judiciary across Europe, including the Network of Presidents of the Supreme Judicial Courts of the European Union and the European Network of Councils for the Judiciary, the Venice Commission, the Commissioner for Human Rights of the Council of Europe, the United Nations Human Rights Committee as well as numerous civil society organisations such as Amnesty International and the Human Rights and Democracy Network.

- At the beginning of each year, the Commission will have an exchange of views with the Council's working groups concerned (COHOM and geographical working groups), the Member States (Human Rights Committee) and the European Parliament on the basis of a yearly calendar of upcoming elections to be drawn up by the Elections Desk in consultation with the CFSP High Representative's Policy Unit (a task currently performed by the Presidency).

The Commission plays the leading role in this policy, in charge of planning and implementing EU EOMs. The Council is consulted through COHOM, the Geographical Working Groups and the Human Rights Committee and the Parliament through the Election Coordination Group.

J’espère qu’au-delà de ces déclarations et de la résolution que nous ne manquerons pas, j’en suis sûr, de voter à ce propos, nous aurons l’occasion de voir la mise en place et l’adoption très rapide de mesures concrètes sous la forme d’un conseil d’association et d’un sous-comité «droits de l’homme». Je terminerai, Monsieur le Président, en demandant simplement que soit associée à ce comité «droits de l’homme» la société civile tunisienne qui est complètement bafouée aujourd’hui.

Can the Council take a decision on a definite date for opening negotiations with Turkey before such violations, e.g. the failure to reopen the Halki School of Theology, have been eliminated and Turkey has also complied with the criteria set out in the memorandum of the Greek Orthodox, Syrian, Armenian and Roman Catholic churches submitted to the Human Rights Committee of the Turkish National Assembly?
