The former President of the Constitutional Court in Karlsruhe, former German President and, in addition, Chairman of our Fundamental Rights Convention, Roman Herzog, has indicated that 84% of German laws now come from Brussels and that it is now already doubtful whether Germany can be called a parliamentary democracy.

A steering committee would only make sense if it were both a sort of executive bureau of the conference and also fully involved in it and certainly the position of the chairman or chairpersons will play an important part, as it did at the fundamental rights convention under the chairmanship of the former German President Roman Herzog.

These conferences should be replaced by a convention, similar to the one that was established to draw up the Charter of Fundamental Rights. Under the excellent chairmanship of Roman Herzog, the convention held open and constructive meetings, involving national and European parliamentarians; non-governmental organisations, business and labour organisations and interested individuals were not sidelined but actually felt involved and knew that their opinions were valued.

The reason is that this Convention on Fundamental Rights worked so well under the chairmanship of Roman Herzog, which shows that a convention is more capable of reaching an outcome in a short space of time than an Intergovernmental Conference, consisting to an extent of national officials who try for weeks and months to achieve an outcome.

At its fourth plenary meeting, the Convention to draw up a draft Charter of Fundamental Rights of the European Union, chaired by Mr Roman HERZOG and Mr Inigo MENDES de VIGO, worked for the first time on a full version of the forthcoming draft Charter.
