This heading proposes reinforcing the EU as an area of freedom, security and justice through a simplified structure based on three framework programmes ("Freedom of movement and solidarity in the area of external borders, asylum and immigration", "Security" and "Justice and fundamental rights") which would replace all the existing instruments.
